Can the Internet and it contents (websites) be decentralised and free to access?

Way beyond my level of comprehension, but anything that decentralises the internet is surely a good thing and probably will struggle for general acceptance.

I don't know about all the hardware making the physical connections. That is not really decentralized or?

Hardware and decentralization are two different things we can not compare. If we keep this reasoning than nothing will ever be decentralized.
We will always need the hardware. For payments for crypto for communication, for lots of other things.
Physical things do not have to be decentralized. Systems, policies, the way we live, ... should be decentralized. If we can achieve these few things, the world would be a much better place.

Good point Hugues.

Regarding hardware. I'm pretty sure a tap is in all the major nodes on the internet. A tap that delivers data to "third parties".
Cardano is the most promising 3 gen. crypto right now.

Yes,  it is jus ta question of what 3rd parties and how many!  CIA, FBI, criminals, China, Russia etc...
